Overview

Joongweon Jeong joined Bae, Kim & Lee LLC as a senior advisor in December 12, 2016. Mr. Jeong advises on policies and issues related to antitrust laws and regulations, including the Monopoly Regulation and Fair Trade Act, the Act on Fair Transactions in Large Retail Business, and the Electronic Transactions Act.

Prior to joining BKL, Mr. Jeong served as a standing member of the Korea Fair Trade Commission (KFTC) and participated in deliberation and decision-making on the cases of violation of the Monopoly Regulation and Fair Trade Act, (including cartel, abuse of dominant position, business combination, and unfair trade practice) and on the cases of violation of laws related to fair transactions, including the Fair Transactions in Subcontracting Act, the Electronic Financial Transactions Act, and the Act on Fair Labelling and Advertising. Prior to that, holding other posts at the KFTC, such as the head of the Competition Policy Bureau, head of the Cartel Investigation Bureau, and director general of the Planning and Coordination Bureau, he played a role as an examiner who examined the cases of violation of law and then presented the cases to the plenary meeting and subcommittee meeting of the KFTC, and also a role as a chief management officer who prepared legislative bills, reflected theories and practices in the legislation process at the National Assembly, and implemented policies. Meanwhile, while serving as the standing member of the KFTC, he was elected as the vice chairman of the OECD Competition Committee, where he played a leading role in discussions to establish and converge global standards for competition policies and took part in multilateral talks including the International Competition Network and bilateral talks with Japan, Brazil, and Malaysia to discuss the efficient execution of competition laws. Also he engages in the discussions of Cross-Border Cartel of UNCTAD Working Group as an official member since 2021. He gave lectures on the Monopoly Regulation and Fair Trade Act at Yonsei University Graduate School of Law and Korea University Graduate School of Legal Studies from 2015. While giving lectures to students, he could have an opportunity to rebuild theories and eventually consolidate his theoretical and practical experience.

After starting his career in public service as an administrative official of the Economy Planning Board in 1986, Mr. Jeong worked at the Budget Office at the Ministry of Finance and Economy and then at the KFTC as a deputy director for international matters. When serving as a secretary to the KFTC chairman, head of the International Cooperation Bureau, and councilor of the Permanent Delegation of the Republic of Korea to the OECD, he made efforts to reflect the global standards for competition policies in Korean policies. As a result of his effort to introduce the OECD discussions to Korea, the extraterritorial application of competition law was legislated and included in the Monopoly Regulation and Fair Trade Act. During his time at the KFTC as head of the Collaborative Act Division and head of the Cartel Investigation Team, he disclosed one of the largest cartel activities and set a Supreme Court precedent. He was also involved in the investigation and examination of unfair internal trading as head of the Investigation Division.

Based on such an abundant experience and knowledge in the fair trade area, Mr. Jeong now advises on various cases related to unfair trades, including cases related to conglomerate group policies, cartels, abuse of dominant position, business combination, subcontract, and the Act on Fair Transactions in Large Retail Business.
