Having started his public career as a national tax official in 1984, Youngkwan Kim worked at Namsan, Yeongdeungpo and other tax offices, National Tax Service (Value Added Tax Division), and National Tax Officials Training Institute (Training Affairs Division). Mr. Kim was promoted to a director at National Tax Service (Laws & Regulations Division) and served as the head of Naju, Euijeongbu and Gwangmyeong tax offices, until he retired at NTS Jungbu Regional Tax Office (head of the Tax Evader Investigation Division) on 2018. He worked as a certified tax accountant at the tax consulting firm JEIL T&M before joining Bae, Kim & Lee LLC in 2021.

Over the 34 years of his service as a public tax official, Mr. Kim dealt with a wide range of national tax-related cases involving individuals, corporations, properties, and investigations. Based on his experience of interpreting statutes (rules) regarding value added tax and improving related systems at Value Added Tax Division and Laws & Regulations Division (head) of National Tax Service, he gave lecture on VAT-related statutes and practical affairs to national public officials for three years at the National Tax Officials Training Institute and co-authored books on practical affairs regarding VAT. With his extensive experience, he is currently advising clients on various tax cases and handling tax investigation cases and appeals against tax examinations and trials at BKL.
